Public Hearings

Purpose of the Public Hearing:
      
To obtain comments from proponents and opponents regarding the proposed 
       St.Francos County Food Ordinance and associated Rules & Regulations.

 Location of Public Hearing:
       Mineral Area College, Park Hills, MO  63601
       North College Center, Rooms B and C

Date and Time of Public Hearing:
       Thursday, December 15, 2011          1:00pm - 3:00pm local time

                                              

Legislative Public Hearing Guidelines/Format

Procedure:
1. Moderator will open the public hearing.

2. Participants (residents of SFC) who plan to speak are requested to sign in as they
    arrive prior to the Public Hearing. Sign in sheets are located at the front of the
    hearing room and in the building foyer.

3. Depending upon time, multiple speakers representing the same or similar organizations
    or issues may be asked by the moderator to elect one representative to speak on
    behalf of the group. In the event of a large number of speakers, persons not heard
    will be provided the opportunity to provide written testimony/comments to SFCHC.

4. Question & Answer segment. A minimum of thirty (30) minutes will be allowed for
    Q & A toward the end of the two (2) hour time frame. After all persons who wish to
    give testimony have done so, OR thirty (30) remains of the two (2) hour time frame,
    testimony will cease and the Q & A segment of the meeting shall begin.

5. Participants wishing to ask questions during the Q & A segment of the hearing shall be
    recognized by the moderator before speaking.

6. Moderator will close the public hearing.

Presentation by Moderator:
      
The moderator will open the hearing with a power point presentation for all
       participants concerning the public hearing procedures, decorum, and the giving
       of testimony.

Presentation by SFCHC staff:
       1. Opening remarks (may include a historical review of the food ordinance)
       2. Power Point presentation of proposed SFC Food Ordinance
       3. Power Point presentation of proposed SFC Fooc Ordinance Rules & Regulations

Public Testimony:
       1.  Citizens of SFC wishing to give testimony shall be identified by the moderator.
       2. The moderator will ask each speaker to provide his/her name: spelling the last 
           name.
       3. Each speaker is limited to three minutes, unless additional time is granted by the
           moderator.
       4. All remarks shall be verbal and shall be directed to the SFCHC presiding staff,
           not to any one member thereof.
       5. Decorum will be maintained.  Common courtesy between speaker, audience, and
           presiding staff shall prevail.  Statements that are demeaning or inappropriate
           shall be ruled out of order and the speaker will be excused.
       6. Testimony must speak directly to the ordinance and its associated rules and
           regulations. *Old stories, tales, and hear-say shall not be admissible.
       7. Everyone is asked to abide by the guidelines, so that the Public Hearing process 
           can proceed smoothly and all who wish to speak have the opportunity to do so.
       8. The moderator has the right and the duty to maintain proper order in accordance
           with these guidelines.

Question and Answer segment:
       1. A minimum of thirty (30) minutes shall be allowed for Q & A.
       2. If all testimony is completed, remaining time of the two (2) hour meeting may be
           devoted to Q & A.
       3. Any person wishing to ask a question concerning the proposed St.Francois County
           Food Ordinance or its associated Rules and Regulations may do so after being
           recognized by the moderator during the Q & A session.
       4, Citizens of SFC wishing to ask a question shall be identified by the moderator

       7. Questions must speak directly to the ordinance and its associated rules and
           regulations.  Old stories, tales, and hear-say imbedded within a question shall not
           be admissible.
       8. Repetive questions will be ignored.
